But we must still let them know that certain actions have consequences, and we must always teach our children the proper way to use a mobile phone.

What about if your child is constantly on the phone, accessing the internet through their phone or downloading things from their phone? All this can have serious consequences when the final phone bill arrives!
Just a few ground rules could help. Firstly make sure that you know who your kids are in contact with on their mobile phones. Secondly be aware of what type of pictures are being sent or received, and possibly make them aware of the best time of day to be making calls if that is relevant.
